Linkage Groups

The three linkage groups are as follows

  1. Linkage Group 1 for; Local Community Development Committee (LCDC), Strategic Policy Committees (SPC), Public Participation Network Secretariat (PPN), Volunteer Centre, Westmeath Community Development etc
  2. Linkage Group 2 for; Midland Regional Alcohol and Drugs Taskforce (MRADTF), Joint Policing Committee (JPC) etc
  3. Linkage Group 3 for ; County Childcare Committee (CCC), Regional Sports Centre, Integrated Transport Initiative, Westmeath Sports Partnership etc

Appendix 1. Westmeath Structures for Public Participation Network Representation

Linkage Group 1 committees/ structures
Name of Committee - Role of committee
LCDC

The LCDC is an autonomous committee of the Council and its primary role is to develop, co-ordinate and implement a coherent and integrated approach to local and community development.  This will involve the following:

  • Have primary responsibility for Co-ordinating,planning and oversight of local development spend.
  • Bring a more coherent approach to the implementation of local and community development programmes and interventions.
  • Drive meaningful citizen and community engagement in scoping, planning, delivery and evaluation of local and community development programmes.
  • Ensure a more efficient administration of local and community programmes and delivery structures.
  • Develop approaches that focus on learning and feedback.
  • Explore and pursue opportunities for additional funding resources
Public Participation Secretariat

The Role of the PPN secretariat is to work on behalf of the PPN. In order to do this the Secretariat must

  • Consult with the PPN members.
  • Develop a communications strategy for the PPN
  • Develop an awareness campaign
  • Co-ordinate training and information supports for the PPN
  • Develop and implement annual workplan for the PPN

Economic Development Enterprise & Community

SPC

It is the task of the SPC?s to assist the Council in the formulation, development and review of policy. The SPC system is intended to give Councillors and relevant sectoral interests an opportunity for full involvement in the policy making process from the early stages. The work of the SPC shall be supported by the relevant Director of Services and his/her staff.

The SPC will be represented at Council meeting by the Chair, who will normally present the outcome of SPC work to the CPG (Corporate Policy Group) and furthermore to the full Council.

Housing Corporate and Culture

SPC

It is the task of the SPC?s to assist the Council in the formulation, development and review of policy. The SPC system is intended to give Councillors and relevant sectoral interests an opportunity for full involvement in the policy making process from the early stages. The work of the SPC shall be supported by the relevant Director of Services and his/her staff.

Planning and Transportation

Environment, Water and Emergency Services

Westmeath Community Development Voluntary Board of management who have delivered the Social Inclusion and the Leader Programme in Westmeath over a continuum of years.
Volunteering Centre Committee The purpose and main role of the Volunteer centre is to recruit and place volunteers in appropriate positions. To train management committees in skills to retain and support volunteers in their work.

Midlands Regional Alcohol and Drugs Taskforce

The role of the MRADTF is to research, develop, implement and monitor a co-ordinated response to illicit drug use at a regional level based on best practice and evidence of what is effective.  The MRDTF operates under 4 pillars-

  • education and prevention,
  • supply reduction,
  • treatment rehabilitation and
  • research.
County Joint Policing Committee

The joint policing committee?s function is to serve as a forum for consultations, discussions and recommendations on matters affecting the policing of the local authority?s administrative area, and in particular to ?

Keep under review -

  • the levels and patterns of crime, disorder and anti-social behaviour in that area (including the patterns and levels of misuse of alcohol and drugs), and
  • the factors underlying and contributing to the levels of crime, disorder and anti-social behaviour in the area,

Advise the local authority concerned and the Garda S?och?na on how they might best perform their functions having regard to the need to do everything feasible to improve the safety and quality of life and to prevent crime, disorder and anti-social behaviour within the area,

Arrange and host public meetings concerning matters affecting the policing of the local authority?s administrative area.

Linkage Group 3 committees/ structures

Integrated Transport Initiative This group was instigated to support transport providers coming together to share information on transport they provide in order that groups could work together to better deliver transport to the community of Westmeath.
Westmeath County Childcare Committee

The purpose of WCCC is to assist in the co-ordination of Childcare, both nationally and locally and to assist in prioritising funding.

  • To develop a co-ordinated strategy for childcare provision in Westmeath.
  • To increase the supply of quality childcare places in Westmeath.
  • To support the development of childcare networks in Westmeath.
  • To establish and maintain effective links with appropriate county structures- LCDC, HSE etc.
Regional Sports Centre To provide sustainable sports and recreational opportunities in the region
Westmeath Sports Partnership The Local Sports Partnerships perform a vital role in the framework for sport at local level. These entities are designed to co-ordinate the various interests in sport at local level to ensure that local provision is sufficient, that efforts are co-ordinated and that resources are used effectively
